Mark Cravens

Mark Cravens, VP of Business Development, has 15 years of wireless experience. 

 Prior to joining Capital Telecom, Mark served as the Regional Vice President at Pegasus Tower developing tower sites across the Central Region.  Mark also worked at SpectraSite for 5 years as a Regional Director of Sales and in other Management positions within the organization.  In addition to his Tower Asset experience Mark  worked for a family business, CKC Inc, managing tower and civil crews while building sites for many of the carriers across Southeast.  Mark has a very good understanding of all phases in the Industry.

William E. Ricco

William E. Ricco,  Director of the Northeast Region, has 13 years of wireless communications infrastructure development experience.

Prior to joining Capital Telecom, LLC, Bill served in the wireless communications industry as Northeast General Manager for BCI Communications, Northeast Market Director with FiberTower Network Services and Northeast General Manager for SBA Network Services.  Bill has successfully represented wireless communications clientele with leasing, permitting, constructing and project managing tower development, as well as designing, deploying and operating microwave and fiber backhaul networks.

Bill has also independently represented private concerns for the capital funding, re-financing and development of wireless communication towers throughout the Northeast, Central and Mid-Western United States.

Bill holds a Juris Doctor from Suffolk University Law School and a Criminal Justice/Political Science undergraduate degree from Northeastern University.

Dominic Bouloy

Dominic Bouloy, Director of Southeast Region, is a telecom industry veteran, with over 12 years leadership experience in the wireless telecom industry in sales, project management, operations, and tower construction. 

Prior to joining Capital Telecom, LLC, Dominic was a National Account Manager for Emerging Technologies and Government Accounts at American Tower Corporation.  He provided tower portfolio to new wireless carrier prospects and introduced them to the collocation process, including negotiation of master agreements.   Prior to American Tower, Dominic worked as a Western Regional Account Manager for SpectraSite.

Dominic has spent many years working at large tower companies developing carrier networks as a Site Acquisition Manager and Construction Manager for Bechtel Telecom and SBA Communications.

Dominic has worked in numerous real estate positions including, residential real estate sales, mortgages, title, appraisal and development. He holds a Bachelors Degree in Real Estate and Finance from Florida State University in Tallahassee, FL and has served 14 years in the United State Air Force in active and reserve roles.

Tom Reese

Tom Reese, Director of the West Region, has over 12 years of experience in the wireless industry.

During this time he has been involved in all aspects of project management, development and deployment of wireless systems.  He was the Director of Sales for the West Region at Spectrasite prior to it's sale to American Tower and began his career in Southern California with Koll Telecommunication Services and LCC.

As the son of a Foreign Service Officer, Tom spent his youth in Indonesia, Egypt and other short-term locations around the world.  He is a graduate of Wittenberg University in Springfield, Ohio.

Bert Stern

Bert Stern, Director of the Mid Atlantic Region, has 9 years of sales and management experience in real estate and finance. His expertise lies in developing new relationships that lead to bottom-line results.  He joined Stratus in May of 2008 as a wireless leasing and site management representative.  His responsibilities included promoting and marketing the firm's portfolio of wireless sites.  In April of 2009 he was elevated to the role of Director after Capital Telecom purchased Stratus.

Cathryn B. (Catie) Atkins

Catie Atkins, Office Manager, joined Capital Telecom, LLC in 2008; her responsibilities include: payroll, human resources, AR/AP, bookkeeping and daily operations.  Prior to joining Capital Telecom she spent 8 years as Administrative Assistant for Capital Realty & Development, LLC.  Catie graduated from the College of Charleston in 1998 with a BA in Political Science and a BS in Sociology.  Catie is a Notary Public of the State of New Jersey.

Shannon L. Croley

Shannon L. Croley joined Capital Telecom, LLC in 2009 as our Paralegal.  Her responsibilities include: all legal documentation, insurance requirements, database management, and project management.   Prior to Capital, Shannon worked for various prestigious law firms including, Wilentz, Goldman & Spitzer, Budd Larner, PC and Gibbons, PC.  In addition, Shannon gained invaluable utilities experience while working for the State of New Jersey.  She brings vast legal knowledge and expert detail orientation to our deals.   Shannon is a graduate of The Richard Stockton College of New Jersey, receiving a BA in Historical Studies in 1997 and earned her Graduate Certification in Paralegal Studies from Montclair State University in 1998.

Janice Tupper

Janice Tupper, Paralegal/Data Specialist, came to Capital Telecom very recently, coming aboard in January 2010.  Prior to joining the Capital team, Janice had been an owner of a custom antique wood mill for 8 years, a litigation paralegal for 12 years including for one of the nation’s top female litigators.  Janice also served as marketing director for a major law firm in the Philadelphia and Connecticut markets.  This widespread experience and clear attention to detail, serve her well with her position at Capital, where Janice supervises and maintains our extensive database of properties. In addition, Janice is responsible for extensive legal documentation and process management streamlining.
